On the Theoretical Construction of Public Security Policy Process

治安政策是治安学的核心内容。治安政策研究经历了置于刑事政策阶段、使用治安策略或治安战略阶段、使用治安政策阶段。基于治安政策的内在逻辑、结构和规律,结合中国治安政策实践,本文建构出治安政策过程理论,包括治安政策基础、治安政策制定、治安政策运行三个模块十四个方面内容。

Public security policy is the core content of public security science.The research of security policy has gone through the stage of criminal policy,the stage of using security strategy or security strategy,and the stage of using security policy.Based on the internal logic,structure and law of public security policy,combined with China's public security policy practice,this paper constructs a public security policy process theory,including three modules of public security policy foundation,public security policy formulation and public security policy operation.
