高校电信网络诈骗治理初探——以N市部分高校为例

A Probe into the Governance of Internet Fraud in Colleges and Universities

随着我国互联网和通讯科技的快速发展,手机、电脑等及时通讯工具迅速普及,在方便大家日常生活的同时,也滋生了电信网络诈骗新型犯罪。高校师生作为互联网使用的活跃群体,学校内部电信网络诈骗案件必然呈高发态势,一系列恶性案件也引起了社会的高度关注。由于高校自身的特殊性,其内部电信网络诈骗发案也呈现出独有的特征,决定了其治理方式应有别于其他群体。文章通过对N市部分高校的调查,总结了高校电信网络诈骗的发案特征,并对其原因进行了分析,进而从师生个体、高校自身、公安机关、通信部门、金融机构五个主体出发,提出了相应的对策建议。

With the rapid development of the Internet and communication technology in China,mobile phones,computers and other timely communication tools are rapidly popularized,which not only facilitates people's daily life,but also breeds a new type of crime of telecommunications Internet fraud.As an active group of Internet users,college teachers and students are bound to have a high incidence of telecommunications Internet fraud cases within the school,and a series of vicious cases have also attracted great attention from the society.Due to the particularity of the college itself,its internal telecommunications Internet fraud cases also show unique characteristics,which determines that its governance should be different from other groups.Through the investigation of some colleges and universities in N city,this paper summarizes the characteristics of their internal telecommunications Internet fraud cases,analyzes the reasons for the increasingly rampant fraud cases,and then puts forward corresponding countermeasures and suggestions from the five main bodies of teachers and students,colleges and universities themselves,public security organs,communication departments,and financial institutions.
