为提高国土空间规划基数转换的科学性和合理性,首先通过对当前基数转换工作的基本内容进行阐述,进而结合江苏省灌南县基数转换工作实践,提出现有基数转换工作的难点和存在的问题,并针对性地提出了合理化建议,以期对基数转换规则的进一步优化和细化提供帮助。

In order to improve the scientificity and rationality of the basic data conversion of territorial spatial planning,this paper first elaborates the basic content of the current data conversion work,then points out the difficulties and existing problems of the basic data conversion according to the practice in Guannan County,Jiangsu Province,and puts forward reasonable suggestions for the further optimization and refinement of the basic data conversion rules.
