摘要
科学合理的水资源配置方案是实现北方缺水地区高质量发展的重要基础。在系统梳理相关研究成果的基础上,分析北方缺水地区水资源特点和未来配置需求,提出面向高质量发展的北方缺水地区水资源优化配置模型框架。从目标函数、约束条件、参数设置、算法设计等方面开展系统建模,并从惯性权重与学习因子两个角度对传统粒子群算法进行改进和有效性检验。最后,将模型和算法应用于北方典型缺水城市阳泉市的水资源配置方案研究。结果表明:阳泉市工业和生活用水具有较大节水潜力,平定县是最大用水户;规划水平年节水情景显著提升了缺水地区的需水满足程度和水生态环境承载能力;构建的高质量发展目标和北方缺水地区关键约束的水资源优化配置模型具有可行性。
A scientifically reasonable water resources allocation plan is an important foundation for achieving high⁃quality development in wa⁃ter⁃deficient areas in northern China.Based on a systematic review of relevant research results,this article analyzed the characteristics of wa⁃ter resources and future allocation requirements in water⁃deficient areas in northern China,and proposed a model framework for optimal water resources allocation in water⁃deficient areas in northern China for high⁃quality development.This study systematically built the optimization of water resources allocation in water⁃deficient areas of northern China by considering target constraints,parameter settings and algorithm design.Improvements and effectiveness verification of the traditional particle swarm optimization algorithm were achieved by incorporating both inertial weights and learning factors.The proposed model and algorithm were applied to the case study of water resources allocation in Yangquan,a typical water⁃deficient city in northern China.The results show that there is significant potential for water conservation in indus⁃trial and domestic water use in Yangquan and Pingding County has the highest water consumption unit.The water demand satisfaction and wa⁃ter ecological environment carrying capacity in water⁃deficient areas are significantly improved by adopting the planning⁃level year water con⁃servation scenarios.The proposed framework for optimizing water resources allocation,which incorporates high⁃quality development objectives and key constraints in northern China,is feasible.
