实现共同富裕需要全面把握其体制、机制及制度建设。推进共同富裕是社会主义体制的应有之义,中国正在进行中的共同富裕体制是社会主义体制的重要组成部分。共同富裕的机制是实现共同富裕体制的具体途径,机制就是使体制发挥功能的实践,其内在机制有城乡一体化机制、地域均衡机制、公平分配机制。共同富裕的体制机制都要靠制度来规范和落实,具体而言包括:要在高质量发展的基础上推进先富带后富的制度建设,要在完善分配制度的基础上推进第三次分配的制度建设,要在实现现代化的基础上推进乡村共同富裕的制度建设,要在做大中产的基础上推进缩小三大差距的制度建设。

To achieve shared prosperity,it is necessary to comprehensively grasp its system,mechanism,and institutional construction.Promoting shared prosperity is an integral component of the socialist system,and the ongoing construction of the system of shared prosperity in China will be incorporated into the overall socialist system and become an important part of it.Mechanism is the practice that enables the system function,the mechanism of common prosperity is the specific way to realize the system of shared prosperity,the internal mechanisms of which includes the mechanism of urban-rural integration,regional balance,and fair distribution.The system and mechanism of shared prosperity should be regulated through institutions and implemented in accordance with institutional rules.On the basis of high-quality development,we should promote the institutional construction in which the first rich drive the later rich.On the basis of improving the distribution system,we should promote the institutional construction of the third distribution.On the basis of realizing modernization,we should promote the institutional construction of shared prosperity in rural areas.On the basis of expanding the middle class,we should promote the institutional construction of narrowing the three major gaps.
