摘要
在阐述金融业、科技创新相互协调发展作用机理的基础上,建立金融业与科技创新系统的耦合协调度指标评价体系,基于熵权法、耦合协调度模型,对河南省2012—2021年金融业与科技创新系统的耦合协调状况进行实证分析。结果表明:在金融业与科技创新系统各个评价指标中,金融业从业人口数量、保险深度、科技支出占比以及三种专利授权量的权重较大;金融业与科技创新的整体发展水平均呈现增长态势;金融业与科技创新系统的耦合协调度呈现增长趋势,协调等级由重度失调发展到良好协调。鉴于此,针对性地提出促进金融业与科技创新系统协调发展的政策建议并提示监管存在的法律风险,同时引入监管沙盒制度,以促进两个子系统较高层次的耦合协调发展,降低金融科技创新的法律风险。
On the basis of elaborating the mechanism of the coordinated development between finance and technology innovation,the evaluation system of the coupling coordination degree of the finance and technology innovation system is established.Based on the entropy weight method and the coupling coordination degree model,the coupling coordination status of the finance and technology innovation system in Henan Province from 2012 to2021 is empirically analyzed.The results show:among the evaluation indexes of the finance and technology innovation system,the number of employees in finance,the depth of insurance,the proportion of technology expenditure and the three kinds of patent grants have greater weight;The overall development level of finance and innovation shows an increasing trend.The coupling coordination degree of finance and technology innovation system shows an increasing trend,and the coordination level develops from severe imbalance to good coordination.In view of this,policy suggestions are put forward to promote the coordinated development of the finance and technology innovation system and the legal risks of supervision are proposed.Meanwhile,a regulatory sandbox system is introduced to promote the coupling coordinated development of the two subsystems at a higher level and reduce the legal risks of financial technology innovation.
