论新时代全过程人民民主的科学意蕴

China’s Whole-Process People’s Democracy: Its Implications in the New Era

新时代更好推进全过程人民民主建设需要阐释好“因何推进”“推进什么”“谁来推进”“怎样推进”的科学意蕴。在“因何推进”上,全过程人民民主是全面建设社会主义现代化国家的应有之义、是实现人民美好生活的迫切要求,是关系跳出历史周期率的重大问题;在“推进什么”上,全过程人民民主要体现三个“最”、四个“统一”和三个“全”;在“谁来推进”上,要充分发挥中国共产党顶层设计的领导作用、政府治理的积极主导作用以及人民群众创新实践的推动作用;在“怎样推进”上,要通过思想、制度、手段层面上的具体路径形成整体合力。

As one of the fundamental driving forces of China’s modernization in the new era,holistic democracy carries such implications for China’s democracy construction that it gives rise to such questions as“why to promote it”,“what to promote”,“who to promote it”and“how to promote it”.In terms of“why to promote”,it is mainly about the realistic considerations of promoting people’s democracy in the whole process;as for“what to promote”,it focuses on clarifying the scientific connotations of people’s democracy in the whole process;regarding“who to promote it”,three key elements are emphasized,which are,the leading role of the top-level design of the Communist Party of China,good governance and people's innovative participation;when it comes to“how to promote it”,specific paths at the levels of ideology,system and means are proposed.
