人类命运共同体国际合作观的体系压力论析

Analysis on the System Pressure of the International Cooperation Conception of the Community with a Shared Future for Humanity

人类命运共同体国际合作观是新时代中国主张的具有多文明包容属性与“和合共生”交往互动意识的新型国际合作理念与国际合作文化。作为一种具有东方文化特质的新型国际关系行为主体之间交往合作的理念指引,新时代中国主张的人类命运共同体国际合作观理论和实践中会面临不同程度的体系压力。其体系压力主要来自两个维度。一是国际维度的现实压力,主要体现在霸权型国际合作观念仍然在国际社会中大行其道;国际社会中仍存在对中国和平发展的误解和曲解;西方传统大国“污名化”中国正向的国际合作实践等。二是国内维度的现实制约,主要体现在人类命运共同体国际合作观的学理支撑——国际合作理论的中国学派,由于其正处于初步建构阶段,从而制约着中国在推动西方主导的国际合作体系和国际合作秩序变革、转型的进程中发挥积极的建构性作用。展望未来,新时代中国以多文明背景知识资源和跨文化意识构建的人类命运共同体国际合作理念,要由中国知识、中国理念规范化为国际社会中不同层次国际关系行为主体之间交往合作提供共同知识和价值导引,需要包括中国在内的多元国际关系行为主体在尊重世界文明多样性、以全人类共同价值为理念指引的基础上,以高度的主体间意识来共同推动构建国际合作文明新形态的形成。

The conception of international cooperation of the community with a shared future for humanity is a new concept and culture of international cooperation advocated by China in the new era.As a new kind of ideological theory and political concept,China’s view of international cooperation of human destiny community in the new era will face different degrees of systemic pressure.To sum up,these pressures and challenges mainly come from two dimensions:one is the realistic pressure of the international dimension.It is mainly reflected in that the concept of hegemonic international cooperation still prevails in the international community.There are still misunderstandings and misinterpretations of China’s peaceful development in the international community,and traditional western powers“stigmatize”China’s positive international cooperation practices.The second is the domestic practical constraints,mainly reflected in the theoretical support behind the view of international cooperation of the community of human destiny:the Chinese school of international cooperation theory is in the preliminary construction stage,which restricts China to play an active constructive role in promoting the western-led international cooperation system and international cooperation order and the process of reform and transformation.
