为了进一步加强特种设备监管,便企利民,提高办事效率,提升服务水平,实地走访调研特种设备作业人员证书相关机构和人员,了解了特种设备作业人员证书的现状,深入分析相关方所面临的问题,梳理了全国各地特种设备作业人员证书电子化的改革试点工作情况,分析了试点成效和存在的问题,在此基础之上对特种设备作业人员证书电子化工作提出合理化建议。

In order to further strengthen the supervision of special equipment,facilitate enterprises and benefit people,improve work efficiency,and improve service level,we visited and investigated relevant institutions and personnel of special equipment operators’certificates on the spot,learned about the status quo of special equipment operators’certificates,in-depth analyzed the problems faced by relevant parties,sorted out the pilot work of the reform of the electronization of special equipment operators’certificates across the country,and analyzed the pilot results and existing problems.On this basis,reasonable suggestions are put forward for the electronic certificate work of special equipment operators.
