基于双重预防机制的高校实验室应急管理体系建设与实践

Construction and Practice of University Laboratory Emergency Management System Based on Dual Prevention Mechanism

针对当前高校实验室应急管理中的突出问题,讨论了高校实验室应急管理体系改革的必要性,构建了基于双重预防机制的实验室应急管理体系。以盐城工学院为例,从应急管理理念观念的转变、应急管理责任体系的健全、应急预案动态管理的强化、应急管理保障机制的建立等4个方面,介绍了高校实验室应急管理体系建设的做法,进一步强化了实验室安全风险防控,提升了应急管理效能和应急管理能力,可为高校实验室应急管理工作改革提供参考。

In view of the prominent problems in the current university laboratory emergency management,the necessity of the reform of university laboratory emergency management system was discussed,and a laboratory emergency management system based on dual prevention mechanism was constructed.Taking Yancheng Institute of Technology as an example,the construction of university laboratory emergency management system was introduced from four aspects,such as the change of emergency management concept,the improvement of emergency management responsibility system,the strengthening of dynamic emergency plan management,and the establishment of emergency management guarantee mechanism,which further strengthened the prevention and control of laboratory safety risks,and improved the efficiency and capacity of emergency management.It can provide reference for the reform of university laboratory emergency management.
