“双一流”背景下高校智力服务乡村振兴的动力机制:构成要素、问题分析与政策建议

摘要 智力服务乡村振兴是高校“双一流”建设的本质要求和实现社会价值的重要途径。高校智力服务乡村振兴的动力机制是指高校智力服务乡村振兴的动力来源和作用方式,高校外部层面的政策驱动、评价驱动和高校内部层面的心理驱动、利益驱动共同构成高校智力服务乡村振兴的动力机制。“双一流”背景下,高校智力服务乡村振兴的动力机制存在利益调节不够到位导致利益驱动不足、精神文化建设不够到位导致心理驱动不足、服务评价不够到位导致评价驱动不足、治理变革不够到位导致政策驱动不足等四个问题。“双一流”背景下,应从优化资源配置和权益激励以强化利益驱动,注重精神文化建设以强化心理驱动,开展差异性动态绩效评价以强化评价驱动,促进内部治理变革以强化政策驱动等方面,进一步完善高校智力服务乡村振兴的动力机制。 University engagement in intellectual services for rural revitalization is crucial for achieving“Double First Class”status and societal value.The driving forces behind this involvement encompass external policy and evaluation incentives and internal psychological and interest motivations.However,under the“Double First Class”initiative,there are four primary issues with the driving mechanism:lack of interest regulation,inadequate spiritual and cultural development,insufficient service evaluation,and deficient governance reform.To address these challenges,it is recommended that universities optimize resource allocation and incentives to enhance interest-driven efforts,focus on spiritual and cultural development to strengthen psychological engagement,implement differentiated performance evaluations for effective assessment,and promote governance reforms to strengthen policy-driven initiatives.These measures will improve universities intellectual services for rural revitalization and their overall societal contributions.
