境外经贸合作区与“地瓜经济”发展:机理与实践

随着高质量建设“一带一路”的持续推进,作为中国企业“走出去”的平台,境外经贸合作区发展迎来空前的历史机遇。温州先行快行,成为当前全国拥有国家级合作区数量最多的地级市。为了进一步推进合作区建设,拓展其发展空间,并有效助力“地瓜经济”发展,温州应将“一带一路”纳入考量,通过加大合作区投资优势的宣传力度、提升产业紧密度与关联度、创新境外发展平台、加强与东道国当地的融合发展,最后形成温州经验,为全国其他地区提供经验借鉴。

With the continuous promotion of the high-quality construction of the“Belt and Road”,the development of economic and trade cooperation zones outside the customs territory(hereinafter referred to as“zones”),as a platform for Chinese enterprises to“go global”,has ushered in unprecedented historical opportunities.Wenzhou has taken the lead and become the prefecture-level city with the largest number of state-level zones in China.In order to further promote the construction of the zones, expand their development space, and effectively help the developmentof the “sweet potato economy”, Wenzhou should take the “Belt and Road” into consideration, through increasing thepublicity of the investment advantages of the zones, improving the industrial closeness and relevance, innovating thedevelopment platforms outside the customs territory, strengthening the integration and development with the hostcountries, and finally forming the “Wenzhou Experience” to provide experience for other regions of our country.
