基层协商共治的行动逻辑、价值取向与优化路径——基于浙江省小古城村的“村里的事情大家商量着办”分析

基层治理是国家治理的重要组成部分,也是推进国家治理体系和治理能力现代化的着力点。浙江小古城村以“村里的事情大家商量着办”打造共建共治共享的基层治理体系,所形成的基层协商共治的核心要义是:以协商民主消除多元利益纷争、以多元参与破解单一治理弊端、以合作共治打破各自为政秩序,同时强调增加平等对话、促进社会公正、增强参与感的价值取向。由于多元主体利益取向差异化而导致协商过程难以规避协调难、多分歧、弱参与等问题,地方政府应采取政社互动与及时回应相结合、正式沟通与非正式沟通相结合、上下衔接与跨部门协作相结合的方式,持续提升多元主体合作共治意识,使基层协商共治走向制度化和规范化。
