能人领导、利益均沾与制度建设:大单圈组织结构赋能浙江省小古城村乡村振兴机制研究

How can the big single guanxi circle governance structure promote rural community revitalization?--taking Xiaogucheng Village,Zhejiang Province as an example

农村社区实现乡村振兴、物质和精神共同富裕的逻辑有待揭示,小古城村为何能在乡村振兴中成为后起之秀有待解释。在综述乡村振兴产业论、要素论解释路径的基础上,采用集二者优势于一体的组织网络结构框架来解释乡村振兴效能分化,发现小古城村的高治理效能与其大单圈组织结构密不可分。首先,能人领导夯实了领导班子的群众基础,实现大单圈的圈层联通;其次,利益均沾切实提升了村民的获得感,稳定了大单圈的圈子成员;最后,制度建设形成的长效机制巩固了大单圈的圈子治理效能。组织网络结构视角有助于丰富和完善乡村振兴解释逻辑。本研究可与社会网络研究进行对话,对乡村振兴、社区治理具有启发和借鉴意义。

The logic behind the realization of rural revitalization,material and spiritual common prosperity in rural communities needs to be revealed.Why Xiaogucheng Village can become a rising star in rural revitalization needs to be explained.On the ba⁃sis of summarizing the explanatory paths of industry theory and factor theory,this study adopts an organizational network struc⁃ture framework to explain the differentiation of rural revitalization efficiency,thus integrating the influencing factors emphasized by industry theory and factor theory.Through case study,the particularity and universality of rural revitalization experience are grasped.The study finds out that the high governance efficiency of Xiaogucheng Village is inseparable from their large single cir⁃cle organizational structure:Firstly,the capable persons has consolidated the mass foundation of the leadership team and achieved the interconnection of large single guanxi circle;Secondly,equitable distribution of benefits effectively enhances the villagers'sense of gain and stabilizes the members of the large circle;Finally,the long-term mechanism formed by institutional construction has consolidated the governance effectiveness of the big single circle.Interpreting the mechanism and logic of rural revitalization from the perspective of organizational network structure helps to enrich and improve industry theory and factor theory,and also helps to promote social network research.It has inspiration and reference significance for rural revitalization and community gover⁃nance.
