村组联动:简约治理视角下的村组关系模式

Collaboration linkage:relationship between village and group under the scope of minimal governance

简约治理是乡村治理现代化的基本特性,而村民小组是实现乡村简约治理的重要切入点。通过对比两个村庄的村组关系模式,发现“村组联动”的模式更契合乡村的简约治理目标。“村组联动”指的是村级组织负责统筹村庄工作及资源分配,村民小组承担自我治理的职能,村组之间形成有效联动的一种合作机制模式。这一模式以村级统筹、小组自治、双轨治理等作为实践表征,并通过激发村民的参与意识、促进村庄内部整合、构建弹性治理机制等实现了低成本的有效治理。近年来,由于村级治理行政化、乡村社会原子化,村民自治的基础受到削弱。在此背景下,“村组联动”可以是当前体制约束下的一种机制调整路径。有鉴于此,基层应通过小组重建农民与村集体的内在关联,促进村级组织与村民小组协同治理,提升乡村治理效能。

Minimalism is the internal character of rural governance modernization,and the villager group is a key for to that.This paper focuses on village group governance.By comparing two villages,we find that the mode of"collaboration linkage"would better meet the minimalism of rural governance.It"Collaboration linkage"refers to a cooperative mechanism mode in which village committees are responsible for coordinating rural affairs and resource allocation,while villager groups undertake the func⁃tion of self-governance.Under this mode,the village committee takes overall planning and the group does self-governance,and thus the village shows dual-track governance,etc.In order to achieve good governance,it all these stimulates villagers'aware⁃ness of participation,promotes village’s internal integration,and finally a flexible governance mechanism is bulit and efficent gov⁃ernance is achieved.builds a flexible governance mechanism.In recent years,the foundation of villager governance has been weakened due to the administration of village committee and the atomization of rural society.In this context,"Collaboration link⁃age"can be an adjustment under the constraints of the current system.In view of this,grassroot governments are expected to re⁃construct the internal relation between villagers and village collectives,and promote collaborative governance of village commit⁃tee and villager groups to improve rural governance efficacy.We should find groups back,promote coordinated governance be⁃tween village committee and villager group,and improve the rural governance efficacy.
