图书馆联盟建设推动公共文化服务协作发展模式与路径研究

图书馆联盟建设是推动公共文化服务体系实现区域协作,解决图书馆公共文化事业发展不平衡、不充分等问题的重要手段。科技的发展不断填平文化资本、教育资本不均衡造成的信息鸿沟,人与人、图书馆和图书馆、地区与地区之间公共文化信息资源及服务的不均等会随着图书馆联盟建设不断实现区域协作而日趋改善。进入21世纪以来,我国图书馆联盟建设成绩突出并创新出中国经验,但从长远来看其还处于初步探索阶段,在制度设计、服务创新、资金、技术及人才支持等方面有待提升。图书馆联盟建设要以顶层设计加强体制机制建设,以标准规范确立基层图书馆公共文化设施的属性,以制度设计保障稳定可持续的资金,以联盟优势拓展社区服务职能,以队伍建设保障联盟高质量的人力资源,以新技术应用优化联盟管理架构,不断提升共建共享效能,推动图书馆事业高质量发展。

The construction of library alliance is an important means to promote the implementation of regional cooperation in the public cultural service system and solve the problems of imbalanced and insufficient development of public cultural undertakings in libraries.The development of technology continuously fills the information gap caused by the imbalance of cultural and educational capital,and the inequality of public cultural information resources and services among people,libraries and regions will gradually improve with the continuous implementation of regional cooperation in the construction of library alliance.Since the beginning of the 21st century,the construction of China’s library alliance has made outstanding achievements and innovated with Chinese experience,but in the long run,the construction is still in the early exploration stage and needs to be improved in terms of institutional design,service innovation,funding,technology,and talent support.The construction of library alliances should strengthen the construction of institutional mechanisms through the top-level design,establish the attributes of public cultural facilities in grassroots libraries through the establishment of standard specifications,ensure stable and sustainable funding through the institutional design,expand community service functions through alliance advantages,ensure high-quality human resources through team building,and optimize alliance management structure through new technology application,in order to continuously improve the efficiency of co-construction and sharing and promote high-quality development of the library industry.
