兵团向南发展是党中央确定的战略方针,是事关新疆长治久安的根本性、基础性、长远性的重要工作。新时代兵团面临着“北强南弱”格局没有根本改变、发展不足不强不优比较突出、有效集聚人口的手段有限、兵团特殊的体制机制与新形势新要求不完全适应、社会稳定形势依然严峻复杂等诸多问题。新征程上,兵团要在全面从严治党、优化战略布局、发挥特殊作用、改善优化人口结构、做强产城融合、深化兵地融合发展上持续用力,为全面建设社会主义现代化国家贡献兵团力量。
