科研与技术标准互动发展全流程对接实施模式研究

摘要 科研与技术标准互动发展是国家标准化发展纲要的重要内容,要推动标准化与科技创新互动,加强关键技术领域标准研究,建立重大科技项目与标准化工作联动机制,同步部署技术研发、标准研制与产业推广,以科技创新提升标准水平。本文以国家电网有限公司科研—标准—产业(工程)“三位一体”标准化机制创新思想为指导,以国网信息通信产业集团有限公司科研与技术标准互动发展实践为基础,聚焦能源数字化领域,结合企业发展实际,分析当前科研与技术标准互动发展现状,研究科技研发、标准研制、产业(工程)全流程互动典型关键路径,创新性地提出了构建科研与技术标准全流程同步对接、多主体共同参与、跨专业协同联动的实施模式,推进企业科研与技术标准互动发展落地实施。 The interaction and development between scientific research and technical standards is an important aspect of the national standardization development outline.It is essential to promote the interaction between standardization and technological innovation,strengthen standard research in key technology areas,establish a linkage mechanism between major technological projects and standardization efforts,and synchronize technical research and development,standard formulation,and industrial promotion to enhance the level of standards through technological innovation.This paper is guided by the innovative concept of the "Three-in-One" standardization mechanism in the State Grid Corporation of China,focusing on the practical experience of research and technical standards interaction development in the State Grid Information & Telecommunication Group.It specifically concentrates on energy digitalization,analyzing the current status of the interaction and development of scientific research and technical standards,studying the typical key paths of interaction throughout the entire process of scientific research,standard formulation,and industry(engineering),and creatively proposing an implementation model that emphasizes full-process synchronization,multi-party involvement,and interdisciplinary collaboration.This model aims to facilitate the practical implementation of scientific research and technical standards interaction development within the enterprise.
