新基建、数字经济与经济高质量发展关系研究

Research on the Relationship Between New Infrastructure,Digital Economy and High-Quality Economic Development

数字经济的发展有助于传统基础设施数字化改造,推动经济高质量发展。本文基于2012-2020年省级面板数据,研究了新基建对经济高质量发展的影响,并探讨了数字经济在其传导过程中的作用机理。研究发现:新基建显著促进经济高质量发展,并且数字经济在新基建影响经济高质量发展过程中发挥了中介作用;数字经济存在双重门槛效应,当数字经济跨越第一个门槛值后,新基建对经济高质量发展由负向影响转变为正向影响,跨越第二个门槛后,正向影响会增强。基于此,应坚持统筹开展新基建建设,加强顶层设计;坚持新基建与数字经济协调发展,强化长效机制;坚持因地制宜推动新基建发展,注重特色挖掘。

The development of the digital economy is conducive to the digital transformation of traditional infrastructure and pro-motes high-quality economic development.Based on provincial panel data from 2012 to 2020,this paper studies the impact of new infras-tructure on high-quality economic development and discusses the mechanism of digital economy in its transmission process.It is found that new infrastructure significantly promotes high-quality economic development,and the digital economy plays an intermediary role in the process of new infrastructure affecting high-quality economic development.There is a double threshold effect in the digital economy,and when the digital economy crosses the first threshold,the impact of new infrastructure on high-quality economic development changes from negative to positive,and after crossing the second threshold,the positive impact will increase.Based on this,we should adhere to the overall planning of new infrastructure construction and strengthen top-level design;Adhere to the coordinated development of new infrastructure and digital economy,and strengthen long-term mechanisms;Persist in promoting the development of new infrastructure according to local conditions,and pay attention to the excavation of characteristics.
