Prospective Governance Tools for Emerging Technologiesand China Practice

从新兴技术应用引发社会风险的角度出发,探讨了防范新兴技术社会风险管理方式从专家决策向前瞻性治理的转变。围绕前瞻性治理和新兴技术社会风险关系的演变,梳理发现前瞻性治理在不同国家的效果各异,其原因在于前瞻性治理尚未成为统一规范的制度化治理工具或政策规则,应提高前瞻性治理工具的社会风险防范能力,完善和补充新兴技术治理工具。

Preventing social risks is an unavoidable problem in the process of rapid development of emerging technologies.this paper explores the transformation of management methods for preventing social risks in emerging technologies from expert decision-making to forward-looking governance.Based on the evolution of the relationship between proactive governance and social risks in emerging technologies,it is found that proactive governance has different effects in different countries.The reason for this is that proactive governance has not yet become a unified and standardized institutionalized governance tool or policy rule.It is necessary to improve the social risk prevention ability of proactive governance tools and improve and supplement emerging technology governance tools.
