网格动员社会的运行机制与实践困境——基于邻长制的案例分析

Operation Mechanism and Practical Dilemma of Grid Mobilizing Society——A Case Study Based on Neighborhood Chief System

为缓解网格化管理与基层自治之间的张力,地方政府对网格化管理进行了补充和完善,在此过程中形成网格动员社会的局面。网格动员社会是通过将网格细化,推进治理力量进一步向基层延伸,从而达到推动社会力量参与基层治理的效果。文章基于C村邻长制的实施现状,总结邻长制的运行机制和实践困境。研究发现,邻长制以党建引领和群众参与作为治理主体,以基层细事作为治理对象,以技术治理和情感治理作为治理手段实现了网格动员社会的格局。但邻长制运行面临人员配备随意性强、激励措施不完善以及治理异化、治理创新可持续性不足等困境,表明邻长制仍有进一步完善的空间。因此,如何更好推动网格动员社会,实现基层社会治理“三治融合”仍需不断总结社会治理创新经验,进行实践和理论的探索。

In order to alleviate the tension between grid management and grass-roots autonomy,local governments supplement and improve grid management,forming a grid mobilizing society in this process.Grid mobilizing society is to promote the extension of governance power to grassroots by refining the grid,so as to achieve the effect of promoting social power to participate in grassroots governance.Based on the implementation status of neighborhood chief system in C village,this paper summarizes the operating mechanism and practical difficulties of neighborhood chief system.The research finds that the neighborhood chief system realizes the grid mobilization society pattern with party building guidance and mass participation as the governing body,grassroots fine affairs as the governing object,and technological and emotional governance as the governing means.However,the operation of the neighborhood chief system is confronted with such difficulties as strong randomness of staffing,imperfect incentive measures,dissimilation of governance,and insufficient sustainability of governance innovation,which indicates that there is stll room for further improvement of the neighborhood chief system.Therefore,how to better promote the grid mobilization society and realize the"three-governance integration"of grassroots social governance still needs to constantly summarize the experience of social governance innovation and conduct practical and theoretical exploration.
