Research and Implementation of Military Big Data Governance Framework

针对军事大数据及其治理的特殊性,构建了适用于军事领域的大数据治理框架,旨在提升该领域的大数据价值和服务创新能力。首先阐明了大数据治理内涵,然后分析了军事大数据概念、军事大数据特点、军事大数据治理与民用大数据治理的关系,以及来自领导层、管理层、执行层和基础层4个层次的大数据治理需求,对应设计了包括战略与组织、实施与评估、治理域、治理保障4个模块的军事大数据治理框架,最后研究了军事领域大数据治理的实施。

In view of the particularity of military big data and its governance,the big data governance framework applicable to the military field is constructed,aiming to enhance the value of big data and service innovation capability in this field.First,the connotation of big data governance is clarified.Then,the concept of military big data,the characteristics of military big data,the relationship between military big data governance and civil big data governance,as well as the big data governance needs from the four levels of leadership,management,executive level and basic layer are analyzed.Further,the military big data governance framework is designed,including four modules:strategy and organization,implementation and evaluation,governance domain,and governance guarantee.Finally,the implementation of military big data governance is discussed.
