基于政策工具的省级中医药传承创新发展文本量化研究

Quantitative Research on the Text of Provincial Chinese Medicine Inheritance and Innovation Development Based on Policy Tools

目的:对我国各省(区、市)出台的中医药传承创新发展政策进行量化研究,为政策调整和优化提供参考依据。方法:基于政策工具,构建政策工具和中医药传承创新体系维度的二维分析框架,对各省(区、市)出台的中医药传承创新发展政策进行量化分析。结果:共纳入25份政策文件,累计编码1225条。环境型、供给型、需求型政策工具分别占49.55%、37.14%和13.31%。在中医药传承创新体系维度中,服务体系362条(29.56%)、管理机制213条(17.39%)、人才教育157条(12.82%)、科研创新147条(12.00%)、中药产业256条(20.90%)和中医文化90条(7.35%)。结论:中医药传承创新政策工具应用失衡,中医药传承创新体系关注程度不一,各省(区、市)政府需在各体系中均衡使用各政策工具,发挥政策的导向作用。

OBJECTIVE To conduct a quantitative study on Chinese medicine inheritance and innovation development policies is⁃sued by provinces,and to provide reference for policy adjustment and optimization.METHODS Based on policy tools,a two-dimen⁃sional analysis framework of policy tools and traditional Chinese medicine inheritance and innovation system was constructed for quantitative analysis.RESULTS A total of 25 policy documents were included,with a total of 1225 codes.Environmental,supply and demand policy tools accounted for 49.55%,37.14%and 13.31%,respectively.In terms of Chinese medicine inheritance and in⁃novation system,there are 362(29.56%)service system,213(17.39%)management mechanism,157(12.82%)talent education,147(12.00%)scientific research and innovation,256(20.90%)Chinese medicine industry and 90(7.35%)Chinese medicine culture.CONCLUSION The application of traditional Chinese medicine inheritance and innovation policy tools is unbalanced,and the atten⁃tion degree of traditional Chinese medicine inheritance and innovation system is different.It is necessary to use all policy tools in a balanced way in each system and give play to the guiding role of policies.
