摘要
单纯依靠要素投入难以实现体育产业的高质量发展,要素配置效率问题受到广泛关注。体育产业是“双循环”新发展格局下拉动我国经济增长的关键,而发挥体育产业的牵引作用仍依赖于高质量发展要素的合理配置。立足于政策制度、科学技术和人力资本3个核心要素,厘清以坚持政策制度的导向性为顶层、以坚持科学技术的创新性为动力、以坚持人力资本的根本性为核心的体育产业高质量发展要素配置的价值遵循,审视现阶段我国体育产业高质量发展要素配置存在的协同效应的局限性和实施效力的有限性、成果转化的稀缺性和内容创新的脱节性、需求匹配的偏失性和利益归属的冲突性。在此基础上,从政策主导引领、企业创新驱动和人力持续赋能方面提出体育产业高质量发展要素均衡、高效和优化配置的实践指向。
It is difficult to achieve the high-quality development of the sports industry by relying solely on factor inputs,and factor allocation efficiency has attracted widespread attention.The sports industry is the key to China's economic growth under the new development pattern of"dual circulation",and the driving role of the sports industry stil depends on the proper allocation of high-quality development factors.Based on the three core elements:policy system,science and technology and human capital,this paper clarified the value adherence factors allocation of the sports industry:the orientation of the policy system as the top level,the innovation of science and technology as the driving force,and the human capital as the core.It also examined the limitations:the synergistic effect and the limit-ed implementation effect,the scarcity of achievement transformation and the disconnection of content innovation,the bias of demand matching as well as the conflict of interest attribution in the factors allocation.On that basis,the prac-tice of a balanced,efficient and optimal allocation of factors for the high-quality development of sports industry was proposed from the aspects of policy guidance,enterprise innovation-driving and sustainable human empowerment.
