备战大国竞争的美弹药储备与供给能力建设分析

Analysis of ammunition reserve and supply capacity construction of the US in preparation for great power competition

摘要 为全面掌握美国积极备战大国战争的武器弹药储备与供给能力建设,对美现存的弹药储备与供给问题进行了剖析,阐述了其弹药产能不足的主要原因;通过美国防预算文件、战略规划文件、政府与军方官网、权威网站、智库报告与期刊文章等渠道信息,从需求侧、采办层、工业供给侧、数字制造层与存储设施部署等维度,系统梳理了美加强弹药储备与供给能力建设的重要手段与措施,体现了其整体建设思路与弹药采购规模目标,反映了其威慑全球的决心。结果表明:美军以俄乌冲突中暴露出的弹药工业能力不足为鉴,正在审视高端战争下其弹药需求与供应问题,并利用数智技术赋能等方式加速提升弹药产能,旨在满足大国竞争的弹药需求。 In order to grasp the construction of ammunition reserve and supply capacity of the US in preparing for the great power competition,the existing ammunition reserve and supply problems of the US are analyzed,and the main reasons for the shortage of ammunition production capacity are expounded.Based on the information of the US defense budget documents,strategic planning documents,official websites of the government and the military,authoritative websites,think tank reports and journal articles,the important means and measures of the US to strengthen the ammunition reserve and supply capacity construction are systematicaly sorted from the dimensions of demand side,acquisition level,industrial supply side,digital manufacturing level and storage facility deployment,which reflects its overall construction ideas and ammunition procurement scale goals,and reflects its determination to deter and defeat China.The results show that the US military is examining its ammunition demand and supply in future wars based on the lack of ammunition industry capacity exposed in the Russia-Ukraine conflict.The US military is accelerating the increase of ammunition production capacity by means of digital intelligence technology empowerment,aiming at meeting the ammunition demand of great power competition.
