新发展格局视域下我国重点区域科技人才发展特征分析

摘要 在2021年中央人才工作会议上,习近平总书记指出“创新驱动本质上是人才驱动,立足新发展阶段、贯彻新发展理念、构建新发展格局、推动高质量发展,必须把人才资源开发放在最优先位置”。本文以京津冀、长三角、粤港澳、成渝、东北五大区域为研究对象,从新发展格局视角出发,分析科技人才引领发展的关键机制,并基于相应人才指标洞察五大区域的科技人才发展特征。研究发现,我国五大区域在支撑新发展格局构建方面具有不同的优势和定位,但也面临着人才极化分布、人才发展环境存在差距、对全球顶尖人才吸引力不足等问题。文章从强化四链协同、优化人才发展环境、拓展全球人才吸引渠道等方面提出建议,以全面强化科技人才对新发展格局构建的引领和支撑作用。 At the Central Talent Work Conference in 2021,President Xi Jinping pointed out that"innovation-driven is essentially talent-driven,based on the new development stage,the implementation of the new development concept,the construction of a new development pattern,and the promotion of high-quality development,we must give top priority to the development of human resources".This paper takes the five regions of Beijing-Tianjin-Hebei,Yangtze River Delta,Guangdong-Hong Kong-Macao,Chengdu-Chongqing and Northeast as the research object,analyzes the key mechanism of the development led by scientific and technological talents from the perspective of the new development pattern,and insights the development characteristics of scientific and technological talents in the five regions based on the corresponding talent indicators.The study found that China's five major regions have different advantages and positioning in supporting the construction of a new development pattern,while facing problems such as the polarization of talent distribution,the gap in the talent development environment,and the lack of attraction to the world's top talents.This paper puts forward suggestions from strengthening the four-chain collaboration,optimizing the environment for talent development,and expanding the channels for attracting global talents,so as to comprehensively strengthen the leading and supporting role of scientific and technological talents in the construction of a new development pattern.
