基于责任关怀管理体系的承包商安全管理模式探究

承包商作为生产经营单位在生产活动中必不可少的一部分,活跃在各个行业,尤以石油化工、工程建设等行业最为明显。随着承包商参与的生产活动越多,其暴露出来的安全风险也越来越多,如管理风险、作业风险等。企业为了更好地管理承包商,减少其安全风险,提出了很多管理手段或方法。政府也不断更新或完善法律法规以适应行业的发展和作业风险的提高。以石油化工行业中领先的巴斯夫及其所使用的责任关怀管理体系为例,探讨了基于责任关怀管理体系的承包商安全管理模式是如何通过关注岗位职责、风险及其管控措施来进行承包商安全管理,希望能为企业在进行承包商安全管理时提供借鉴。

Contractors,as an essential part of production and operation units in production activities,are active in various industries,especially in petrochemical,engineering construction and other industries most obviously.As contractors participate in more and more production activities,they are exposed to more and more safety risks,such as management risks,operational risks and so on.In order to better manage contractors to reduce their safety risks,enterprises have proposed many management tools or methods.The government also keeps updating or improving the laws and regulations to adapt to the development of the industry and the increase of operational risks.This paper takes BASF,a leading company in the petrochemical industry,and the Responsible Care Management System(RCMS)it uses as an example,and discusses how the contractor safety management model based on the RCMS focuses on job responsibilities,risks and their control measures for contractor safety management,hoping to provide a reference for enterprises when they conduct contractor safety management.
