异质性功能区间横向生态补偿分摊机制研究:一个新分析框架

Research on the Mechanism of Transversal Ecological Compensation Allocation in Heterogeneous Territory Function Area:A New Analysis Framework

基于福利经济学与生态文明理念,通过人口、生态、经济与社会各子系统耦合协调性测度的普适模型,预估了重点生态功能区、重点开发区生态产品供给、需求的强度和等级,综合最优协调性差距和空间外溢的距离衰减等因素,设计了两类区域间的生态产品价值横向补偿分摊系数体系,构建了网络式生态产品价值横向交易运行模式,并以2010—2019年为例进行了测算分析。所得结论强调了生态产品供给和需求区域的补偿机制的重要性,指出供给区域的能力与需求区域的强度影响补偿水平,同时强调生态资源使用者应承担部分责任,并提出动态调整横向补偿机制、拓宽横向交易机制但保留中央政府补偿、逐步过渡至市场交易、推广联动补偿等政策建议,以期实现更公平、有效的生态资源管理。

Based on the thought of welfare economics and ecological civilization,this paper establishes a universal model for measuring the coupling coordination of population,ecology,economy and society subsystems,forecast the intensity and grades of ecological products’supply and demand of the key ecological function areas,key development area,considering the optimal coordination gap and the distance attenuation of spatial spillover,a value trading index system of ecological products between two regions is designed to maximize social utility and a network horizontal trading mode of ecological products value is constructed,and measured and analyzed with 2010-2019 as an example.The obtained conclusions emphasize the importance of the compensation mechanisms of ecological product supply and demand regions,pointing out that the capacity of the supply region and the intensity of the demand region should affect the level of compensation,and at the same time,emphasizing that the users of ecological resources should bear part of the responsibility,and putting forward policy recommendations such as dynamically adjusting the horizontal compensation mechanism,broadening the horizontal trading mechanism but retaining the compensation of the central government,gradually transitioning to the market trading,and promoting the linkage compensation,with the expectation of realize more equitable and effective ecological resource management.
