适应新能源高比例接入的容量补贴电价机制研究

摘要 针对我国新能源高比例接入的长期发电容量充裕性保障机制,结合国际实践提出一种含风光储资源的容量补贴电价机制。该机制的容量电价采用边际成本定价,并重点对分类分级的充裕容量进行评估建模。建立了基于等效可靠容量(equivalent firm capacity,EFC)的风光评估模型,按照峰荷优先调度原则构建了储能区分类型和可持续时间等级评估模型。采用传统的峰荷负荷率方法来评估水火电充裕容量,以科学地反映各类厂站提供发电容量服务品质的差异以及一次能源受限条件的差异。该机制充分体现了风光出力间歇性波动的特征和储能支撑峰荷可持续运行的特点。经过算例验证,该机制能有效激励容量资源投资,优化电源结构,并积极推动储能和新能源的发展。 Aiming at the long-term power generation capacity adequacy guarantee mechanism adapted to the high proportion of renewable energy access in China,a capacity subsidy electrovalence mechanism with wind,solar and storage capacity resources is proposed in the light of international practice.In this mechanism,the capacity electricity price is priced at marginal cost,also focuses on modeling the assessment of the adequacy capacity of the classification hierarchy.EFC evaluation model of wind and solar is established based on the reliability,according to the peak load scheduling priority principle to build the energy storage type and grade evaluation model of sustainable time,Using the traditional method of peak load rate to evaluate the adequacy capacity of hydropower and thermal power units,it scientifically reflects the differences in the quality of service of generating capacity provided by various types of plants and stations as well as the differences in the constrained conditions of primary energy sources.The mechanism fully reflects the characteristics of the intermittent fluctuation characteristics of wind and solar output and the sustainable operation characteristics of energy storage support peak load.Verified by the calculation examples,this mechanism can effectively stimulate capacity resource investment,deepen and optimize power supply structure,and actively promote the development of energy storage and new energy.
