Waste heat glistens:Quantitative research on the text of our country's elderly reemployment policy

就业政策作为“指向标”,研究政策工具及其组合应用有利于提升政策效能。基于罗斯威尔和沃尔特的政策工具分类,本文从政策工具与政策目标两个维度构建了分析框架,对2017年3月-2023年1月间与老龄人口就业相关的34份中央和地方政策文本进行量化研究。研究发现,现行政策存在制度体系碎片化、三类政策工具协同不足、政策目标落实不充分的问题,可着眼于整合老年人再就业的政策体系、提高需求型政策工具的运用频率、加强对就业保障及社会参与的重视程度三方面来深入挖掘老年人力资源的就业潜能。

Employment policy as a"beacon",the study of policy tools and their combined application is conducive to improving policy effectiveness.Based on the classification of policy instruments by Roswell and Walter,this paper constructs an analytical framework from the two dimensions of policy instruments and policy objectives,and conducts a quantitative research on 34 central and local policy texts related to the employment of the elderly population from March 2017 to January 2023.The study found that there are problems such as fragmentation of the existing system,insufficient coordination of the three types of policy tools,and inadequate implementation of policy objectives.The employment potential of the elderly human resources can be deeply explored by focusing on three aspects:integrating the policy system of re-employment of the elderly,increasing the frequency of use of demand-oriented policy tools,and strengthening the importance of employment security and social participation.
