The core of institutional opening in cross-border service trade is grounded in the realities of China,focusing on establishing and improving a service industry opening system that is in line with international high-standard economic and trade rules.This involves an ongoing deepening of the opening up of rules,regulations,management,and standards,aiming to enhance the level of liberalization and facilitation of service trade.At present,China’s independent opening practice of cross-border service trade,characterized by a graded approach,provides a predictable institutional supply for high-quality development in the service industry.However,the regulatory demands for high-level service trade opening,the international differences in market access modes,and the increasingly severe external environment pose many challenges to China’s institutional opening in cross-border service trade.It is necessary to strengthen risk awareness,aligning reform experience with local needs,and adapting to the digital transformation trend in service trade.Emphasis should be placed on the key issues of the new generation of international service trade rules and the trend towards digitalization in service trade.There is a need to continuously intensify stress tests for the modern service industry’s opening,enhancing domestic regulatory transparency and predictability.We must also continue to improve the negotiation mode for service trade opening and promote high-level opening up of cross-border service trade in an orderly manner.Effectively utilizing international public opinion and legal tools to create a conducive institutional environment for the development of cross-border service trade is equally essential.
