济莱高铁联调联试施工安全隐患分析及对策

Analysis and Countermeasures of Potential Construction Safety Hazards in Integrated Commissioning&Test of Jinan-Laiwu HSR

我国高速铁路建设快速发展,联调联试是高速铁路建设查找隐患、克服缺点、弥补不足的重要环节。联调联试期间的施工作业涉及面广、作业量大、突发性强,存在诸多安全隐患,以济莱高铁联调联试为例,查找思想认识、作业人员素质、违章违纪、现场管理方面的施工安全隐患,进行安全意识不牢固、安全管理相对滞后、责任追究落实乏力的原因分析,提出加强教育培训、严控标准执行、强化管理落实、创新检查方法、严格追究考核的对策及建议。施工安全隐患分析及对策对于确保高速铁路联调联试顺利推进、保证高速铁路运营安全具有重要意义。

The high speed railway construction in China develops rapidly,and integrated commissioning&test is an important part of high speed railway construction to find potential hazards,overcome shortcomings and make up for deficiencies.The construction operations during the integrated commissioning&test involve a wide range of aspects,with large workload and strong suddenness,and there are many potential safety hazards.Taking the integrated commissioning&test of Jinan-Laiwu HSR as an example,this paper finds out the potential construction safety hazards in terms of ideological awareness,quality of operation personnel,violations of regulations and disciplines,and on-site management,analyzes the causes of weak safety awareness,relatively lagging safety management,and poor implementation of accountability,and puts forward countermeasures and suggestions to strengthen education and training,strictly control standard implementation,strengthen management implementation,innovate inspection methods,and strictly investigate and assess.The analysis and countermeasures for potential construction safety hazards are of great significance to ensure the smooth progress of high speed railway integrated commissioning&test and the safe operation of high speed railway.
