高速铁路联调联试车务系统前期介入及行车安全关键研究

Key Research on Early Intervention and Train Operation Safety of Train Operation System in Integrated Commissioning&Test of High Speed Railway

联调联试是高速铁路正式开通运营前复杂、系统、科学的试验过程,具有标准高、技术复杂、综合性强等特点,需多部门、多科室、多工种协同配合。车务系统作为联调联试及运行试验的重要参与者,在联调联试行车组织过程中发挥重要作用。结合车务系统联调联试现场工作实际,从联调联试前期介入(站房布局、人员培训、技术资料搜集、联调联试方案制定等)、行车设备正式接管、联调联试过程中行车安全关键(日计划核对、行车条件确认、施工组织等)等方面提出思路和措施建议,以期为车务系统在高速铁路、城际铁路的联调联试行车组织工作起到指导作用。

The integrated commissioning&test is a complex,systematic and scientific test process before the high speed railway officially opens to traffic.It has the characteristics of high standards,complicated technology and strong comprehensiveness,requiring the coordination and cooperation of multiple departments,multiple sections and multiple types of work.As an important factor in the integrated commissioning&test and operation test,the train operation system plays an important role during train operation organizations of integrated commissioning&test.In combination with the actual condition of the train operation system at the integrated commissioning&test site,this paper puts forward ideas,measures and suggestions from early intervention in integrated commissioning&test(station building layout,personnel training,technical data collection,formulation of integrated commissioning&test scheme,etc.),formal takeover of train operation equipment,key traffic safety issues during integrated commissioning&test(daily plan verification,confirmation of train operation conditions,construction organization,etc.)to guide the train operation organizations in integrated commissioning&test for high speed railways and intercity railways.
