养老机构应对突发公共卫生事件能力的SWOT分析

SWOT Analysis of Capacity of Elderly Care Institutions to Respond to Sudden Public Health Emergencies

进入21世纪以来,突发公共卫生事件在全球多次爆发,给遭受事件波及的地区和人民带来了极大的影响,严重威胁人们健康和社会稳定。老年人作为突发公共卫生事件中最为脆弱的群体,其面临着感染性更大和危害性更重,以及情感慰藉需求难以满足和心理健康问题高发的双重风险。养老机构是老年人,特别是高龄、衰弱、失能、失智和多病共存的老年人聚集的场所,一旦出现突发公共卫生事件,其对老年人的身心健康所造成的危害和由此引发的社会影响是巨大的,因此加强养老机构应对突发公共卫生事件的能力建设是十分重要。本研究采用SWOT战略分析法,结合实际多角度研究和分析养老机构应对突发公共卫生事件的现状、存在的问题与不足,以及面临的挑战,为进一步优化和提高养老机构突发公共卫生事件的应对能力提供借鉴。

Since the beginning of the 21st century,public health emergencies have erupted multiple times globally,bringing great effect to affected areas and people,seriously threatening health of people and social stability.As the most vulnerable group in sudden public health emergencies,the elderly face dual risks of greater infectivity and harm,as well as difficulty in meeting emotional comfort needs and high incidence of mental health problems.Elderly care institutions are gathering places elderly people,especially those with advanced age,frail,disabled,dementia,and with multiple illnesses.Once public health emergency occurs,it may cause harm to physical and mental health of the elderly and result in enormous social effect.Therefore,strengthening capacity of elderly care institutions to respond to public health emergencies is important.The paper studies and analyzes current situation,existing problems and shortcomings,as well as challenges of elderly care institutions responding to public health emergencies with SWOT strategic analysis method,combined with field research from multiple perspectives,to provide reference for further optimizing and improving response capacity of elderly care institutions to public health emergencies.
