摘要
工程建设项目审批制度改革是党中央、国务院在新形势下作出的重大决策,是推进政府职能转变优化营商环境的重要内容。按照国务院工程建设项目审批制度改革部署要求,各地政府持续优化工程建设项目审批流程,精简审批环节和事项清单,共享审批材料,大大缩减了审批时间,但审批流程的优化并未改变审批方式,在大力推进住房和城乡建设行业数字化建设的背景下,基于信息化技术提高智能化辅助审查方法方面仍然有很大的提升空间。本文根据国内目前已有的技术手段,研究基于BIM+CIM技术对大型建设项目进行全流程审批和全周期管控,利用RPA、AI等技术提升审批效能,分析实践中存在的问题并提出相应工作建议。
The reform of the approval system for engineering construction projects is a major decision made by the CPC Party Central Committee and the State Council in the new situation,which is an important part of promoting the transformation of government functions and optimizing the business environment.In accordance with the requirements of the reform and deployment of the approval system for engineering construction projects under the State Council,local governments have continuously optimized the approval process for engineering construction projects,streamlined the approval process and item list,shared approval materials,and greatly reduced the approval time.However,the optimization of the approval process has not changed the approval method.Against the background of vigorously promoting the digital construction of the housing and urban-rural construction industry,there is still great room for improvement in intelligent auxiliary review methods based on information technology.This article studies the full process approval and whole cycle control of large-scale construction projects based on BIM+CIM technology in combination with the existing technical means in China.RPA,AI and other technologies are used to improve approval efficiency,analyze the problems in practice,and propose corresponding work suggestions.
