基于ZSG-DEA模型的大气主要污染物减排配置效率研究

摘要 为了实现四川省“十四五”主要大气污染物减排任务的合理性分配,通过对数据包络法进行改进,统筹考虑社会经济资源和区域环境质量本底条件下筛选出与污染物排放量相关性高的环境经济效益指标,构建ZSG-DEA模型,确立了四川省各市(州)环境资源效率最大化时的主要大气污染物减排任务配额分配方案。研究结果合理地实现四川省“十四五”减排任务的区域分配。该分配方案具有公平性和可操作性,提高了四川省各市(州)减排工作效率,为推进大气环境质量改善,实现多污染物协同治理,促进绿色发展提供有效技术支撑。 In order to realize the rational allocation of main air-pollutant emission reduction tasks during the 14th Five-Year Plan in Sichuan Province,this paper improved the data envelopment method,screened out environmental and economic benefit indicators with high correlation with pollutant emission under the overall consideration of social and economic resources and regional environmental quality,and constructed the ZSG-DEA model.The allocation plan of major air pollutant emission reductiontasks was established in cities and prefectures in Sichuan Province when environmental resource efficiency was maximized.The research results reasonably realize the regional allocation of emission reduction tasks during"14th Five-Year Plan"in Sichuan Province.The distribution plan was fair and operable,which improved efficiency of emission reduction work in all cities in Sichuan Province,and provided effective technical support for promoting the improvement of air quality,realizing the collaborative treatment of multiple pollutants and promoting green development.
