工程渣土在新圈围库区的消纳实践研究——以上海南汇东滩N1库区为例

摘要 滩涂围区实施工程渣土回填消纳,应当满足相关规划和土壤环境保护要求,并通过相关部门的审批。针对滩涂围区面积大、地势低、地基承载力差、水土环境好等特点,工程技术人员需要研究解决平面布置与地块后续利用及施工工艺的衔接、重载车辆安全通行、回填平整控制和土壤污染风险管控等技术难点,以满足在软土地基上大范围、高强度、安全环保施工作业。本文通过分析上海南汇东滩N1库区水系和土地规划,结合滩涂库区软基地质特征、工程渣土物理特性、堆填平整标准和渣土环保控制指标等要求,提出了相应的技术思路和解决方案。2.2万亩新圈围库区经过近6年的工程渣土回填,已实现年平均消纳工程渣土1000万t,回填区域水土环境质量符合环保控制要求,社会经济效益显著。本文可以为软土地基上大范围高强度安全消纳工程渣土的类似工程提供参考。 The engineering residue backfill and consumption in the tidal flat enclosed area should meet the requirements of relevantplanning and soil environmental protection,and pass the examination and approval of relevant departments.In view of the characteristics of the tidal flat area,such as large area,low terrain,poor foundation bearing capacity,and good soil and water environment,engineering and technical personnel need to study and solve technical difficulties such as the connection between plane layout and subsequent utilization of the land and construction technology,safe passage of heavy duty vehicles,backfill leveling control,and soil pollution risk control,so as to meet the requirements of large-scale,high-intensity,safe and environmental protection construction operations on soft soil foundation..Based on the analysis of the water system and land planning of N1 reservoir area of east tidal flat in Nanhui,Shanghai,combined with the soft base characteristics,engineering residue physical characteristics,landfill leveling standards and residue environmental control indicators,the corresponding technical ideas and solutions are put forward in this paper.After nearly 6 years of the engineering residue backfill in the 22,000-mu newly reclaimed area,the average annual consumption of engineering residue has reached 10 million tons.The water and soil environmental quality in the engineering residue backfill area meets the requirements of environmental protection control,and the social and economic benefits are remarkable.This paper can provide reference for similar projects of large scale of high strength safe consumption of engineering residue on soft soil foundation.
