摘要
目的:为了了解上海市基层医疗机构服务能力。方法:利用2011—2021年上海市统计年鉴中的基层医疗机构服务统计数据,基于主成分分析法和TOPSIS法同时结合RSR法,选取8个相关指标对上海市基层医疗机构服务能力进行综合评价。结果:主成分分析法中基层医疗机构服务能力在2019年达到最强,2010年最差;TOPSIS法中基层医疗机构服务能力在2020年达到最强,2010年最差。运用RSR法对两种综合评价结果进行优、良、差三档分类,得到2017、2019、2020年基层医疗卫生机构服务能力为优,2011—2016、2018年基层医疗卫生机构服务能力为良,2010年基层医疗卫生机构服务能力为差。结论:基于主成分分析法和TOPSIS法并结合RSR法的上海市基层医疗机构服务能力综合评价结果科学合理,2010—2020年上海市基层医疗机构服务能力整体呈现上升趋势,说明其服务能力逐年增强,应继续优化医疗人力资源、完善医疗服务设施、保证医疗服务量。
Objective:To realize the service capacity of primary medical institutions in Shanghai.Methods:Service statistics from primary medical institutions,as reported in the Shanghai Statistical Yearbook for the years 2011 to 2021,were analyzed.Using the principal component analysis method combined with the TOPSIS and RSR methods,eight relevant indicators were selected for a comprehensive evaluation of the service capabilities of primary medical institutions in Shanghai.Results:In the principal component analysis,the service capability of primary medical institutions was the strongest in 2019 and the worst in 2010.In the TOPSIS method,the service capacity of primary medical institutions was the strongest in 2020 and the worst in 2010.The RSR method was used to classify the two comprehensive evaluation results into three categories:excellent,good and poor.It was concluded that the service ability of primary medical institutions was excellent in 2017,2019,2020,good in 2011—2016 and 2018,and poor in 2010.Conclusion:The comprehensive evaluation results of the service ability of primary medical institutions in Shanghai based on principal component analysis and TOPSIS method combined with RSR method are scientific and reasonable.The service capability of primary medical institutions in Shanghai showed an overall upward trend from 2010 to 2020,indicating that their service ability is increasing year by year.Medical human resources should be continuously optimized,medical service facilities should be improved and medical service quantity should be guaranteed.
