市级应急广播系统建设思路与关键技术探究

应急广播系统主要是指利用广播电视、网络视听等信息传送方式,向公众或特定区域、特定人群发布应急信息的传送播出系统。应急广播系统可在发生突发事件或重大灾害的情况下,迅速把实际情况与应急处理方案等信息传递给灾区群众,指引群众应急避险,将群众生命财产损失降到最低。文章以广东省韶关市为例,阐述市级应急广播系统的建设思路,结合实际对韶关市应急系统的建设方案进行分析,提出建设思路,探究市级应急广播系统在建设过程中的关键性技术问题。

The emergency broadcast system mainly aims at the special time to the specific area as well as the specific populace,through the broadcast and so on many kinds of methods to transmit the emergency information the broadcast system.In the case of emergencies or major disasters,it can quickly transmit information such as the actual situation and emergency treatment plan to the people in the disaster area,guide the people to avoid danger in emergency,and minimize the loss of life and property of the masses.Taking Shaoguan City as an example,this paper expounds the construction of city-level emergency broadcasting system,analyzes the actual situation of Shaoguan emergency broadcasting system,puts forward the construction ideas,and explores the key technical issues in the construction process.
