福州市五城区声环境质量状况及污染防治对策研究

Study on the Quality of Sound Environment and Pollution Prevention and Control Countermeasures in Five Urban Areas of Fuzhou

以“十三五”期间福建省福州市五城区声环境质量监测数据及污染投诉情况为基础,从功能区声环境质量、区域声环境质量、道路交通声环境质量、噪声投诉情况等方面对现状进行分析,基于分析结果剖析了福州市在快速发展过程中存在的社会生活噪声污染日益突出、施工噪声持续扰民、交通噪声夜间污染严重、声环境监测网络亟须完善、噪声权责监管体系不清等问题,并提出应加强噪声源头管控、合理开展规划布局,建立噪声区划动态调整机制、健全声环境质量监测网络,坚持分类管控、实施精准科学依法治污,健全污染防治制度体系、厘清部门监管职责,完善联合执法协调联动机制、部门齐抓共管等污染防治对策。

Based on the monitoring data of sound environment quality and pollution complaints in the five urban areas of Fuzhou city,Fujian province during the"13th Five-Year Plan"period,the status quo was analyzed from the aspects of sound environment quality in functional areas,regional sound environment quality,road traffic sound environment quality and noise complaints.Based on the analysis results,the problems existing in the rapid development of Fuzhou city are analyzed,such as the increasingly prominent noise pollution in social life,the continuous disturbance of construction noise,the serious pollution of traffic noise at night,the urgent need to improve the sound environment monitoring network,and the unclear supervision system of noise rights and responsibilities.It is proposed to strengthen the control of noise sources,carry out reasonable planning and layout,establish a dynamic adjustment mechanism for noise zoning,improve the sound environment quality monitoring network,adhere to classified control,implement accurate and scientific pollution control according to law,improve the pollution prevention and control system,clarify the regulatory responsibilities of the department,improve the joint law enforcement coordination and linkage mechanism,promote joint management among departments,and other pollution prevention and control countermeasures.
