基层纪检监察机关借调现象的观察与思考——以H省C市L区为例

Observation and Reflection on the Phenomenon of Secondment of Discipline Inspection and Supervision Organs at the Grass-roots Level——Take L District,C City,H Province as an Example

借调是一种普遍存在于党政机关、事业单位、国有企业以及私营企业当中的非正式人员流动模式。近年来,随着党风廉政建设和反腐败工作的不断深入,各级纪委监委的工作量随之增加,而借调现象也在各级纪委监委中呈现普遍化和常态化的趋势。本文以我国中部H省C市的一个区级纪检监察机关为样本,通过田野调查的方式进行调研,访谈纪检监察干部及相关人员,获得第一手观察资料。本文试图以更全面的观察视角,从宏观、中观、微观三个层面剖析借调现象产生的原因,通过借调单位、被借调单位、被借调干部三个方面分析借调产生的问题,进而提出优化纪检监察机关职能、深化人事编制改革、提高干部队伍素质、建立合理的人才流动机制、完善借调法律法规制度五个方面规范借调问题的可行性建议。

Secondment is a kind of informal personnel flow mode that exists in party and government organs,public institutions,state-owned enterprises and private enterprises.In recent years,with the deepening of the construction of a clean and honest government and the anti-corruption work,the workload of discipline inspection commissions at all levels has also increased,and the phenomenon of secondment has also shown a trend of universality and normalization among discipline inspection commissions at all levels.This paper will take a district level discipline inspection and supervision organ in C City,H Province in Central China as a sample,conduct research through field investigation,interview discipline inspection and supervision cadres and relevant personnel,and obtain first-hand observation data.This paper attempts to analyze the causes of the phenomenon for a more comprehensive perspective,meso and micro perspectives from a more micro perspective,and to analyze the problems caused by the phenomenon from the three main bodies of secondment units,seconded units and seconded cadres,and then puts forward suggestions on optimizing the functions of discipline inspection and supervision organs,deepening the reform of personnel establishment,improving the quality of cadres,establishing a reasonable talent flow mechanism perfect the secondment laws and regulations to standardize the secondment problems in fi ve aspects.
