宁夏财政支持扩大内需战略实施的对策研究

Research on Fiscal Policy Support for Implementing the Strategy of Expanding Domestic Demand in Ningxia Hui Autonomous Region

党的二十大报告提出,实施扩大内需战略、培育完整内需体系,这是加快构建以国内大循环为主体、国内国际双循环相互促进的新发展格局的必然选择。财政是国家治理的基础和重要支柱,要加强财政支持扩大内需的政策研究,以“有形之手”推动打通制约内需潜力释放的堵点和痛点,充分发挥消费对经济发展的基础性作用和投资对优化供给结构的关键作用,为加快构建新发展格局,主动融入全国统一大市场,提升发展内生动力、增强主动性提供支撑。

The report to the 2Oth National Congress of the Communist Party of China pointed out,the measures of the implementation of the policy for expanding domestic demand,fostering a whole system for domestic demand,are of great importance to accelerate the establishment of a"dual circulation"development pattern in which domestic economic cycle plays a leading role while international economic cycle remains its extension and supplement.The public finance is the foundation and important pillar of national governance.It's necessary to strengthen the fiscal policy research on how to further support the expansion of domestic demand and unleash the potential of domestic demand,thereby enable to leverage the fundamental role of domestic consumption in economic development and key role of investment in structural relationship between supply and demand.It aims at providing support for accelerating the creation of a new development dynamic,integrating into a unified national market and boosting the internal dynamism of economic development.
