甘肃省林下经济产业发展现状及提升对策

The Situation and Development Proposal on Under-forestry Economy in Gansu Province

林下经济是以森林资源和森林生态环境为依托兴盛起来的一种经济发展方式。近年来,甘肃省林下经济产业规模逐步扩大,发展模式初具特色,经营主体不断壮大,综合效益逐步显现,但也存在林区立地条件较差、产业基础设施建设滞后、资金投入不足和产业发展布局分散等问题。为此,提出甘肃省林下经济发展要以“扩大规模、丰富品种、培育主体、强化品牌、拓展市场”为主要目标,以河西走廊、陇中陇东黄土高原和南部秦巴山地为主要发展区域,以林下种植、林下养殖、林产品采集及森林景观利用为主推产业,不断完善生产经营体系,构建林下经济产业发展新格局。

Under-forestry economy is an economic development model which depends on forest resources and related ecological environment.In recent years,the scale of the under-forestry economy in Gansu Province has gradually expanded,the development model has begun to take shape,the operating entities have continued to grow,and the comprehensive benefits have gradually emerged.However,there are also problems such as poor topographic conditions in forestry,lagging industrial infrastructure construction,lack of capital investment and scattered industrial development layout.It had been proposed to take“expanding scale,enriching varieties,cultivating subjects,strengthening brands and expanding markets”as the main goal to develop under-forestry economy in Gansu Province,with the Hexi Corridor,the Loess Plateau in central and eastern Gansu,and the southern Qinba Mountains as the main development areas,as well as under-forestry planting,livestock breeding,product collection and landscape utilization as the key task,to continuously improve the under-forestry economic production system to build a new pattern of under-forestry economic industries.
