中国规划:中国式现代化的独特方式和鲜明特色

Chinese Planning:The Unique Approach and Distinctive Characteristics of Chinese Modernization

用中长期规划指导经济社会发展,是中国共产党治国理政的一种重要方式,也是中国式现代化最独特的方式和最鲜明的特色。中国规划的主体是五年计划(规划),我国现在已经形成了“国家—省—地市”三级、“国家规划—地方规划—专项规划”三类这样具有严整性、系统性、有效性的“三级三类”规划体系。无论从规模、内容、重要性来看,还是从时间维度和空间维度来说,中国规划都堪称气势恢宏。新中国成立以来,我国已经制定和实施了14个五年计划(规划)以及其他各种规划,中国式现代化建设,就是由这样一个个五年计划(规划)和其他各种规划连接起来的。中国规划是推进中国式现代化的独特方式,充满了中国共产党治国理政和推进中国式现代化的大智慧,需要我们在实践中进一步发展和完善,不仅要肯定成就,而且要总结经验,进一步提高规划工作的水平。

Guiding economic and social development with medium and long term planning is an important way for the Communist Party of China(CPC)to govern China,and it is also the most unique approach and distinctive characteristics of Chinese modernization.The main body of Chinese planning is the five-year plan,which has gradually formed a well-structured and effective system of three administrative tiers including the national,the provincial,and the municipal,and three types including national planning,local planning,and special planning.Chinese planning is magnificent whether in terms of the scale,content,importance or in light of temporal and spatial dimensions.Since the founding of the People’s Republic of China,China has formulated and implemented 14 five-year plans and various other plans,and in this sense,Chinese modernization has been connected and constituted by these five-year plans.Chinese planning is a unique way to promote Chinese modernization,full of great wisdom of the CPC in governing the country and promoting Chinese modernization,which needs to be further developed and improved in practice.Thus we need not only to recognize the achievements,but also to summarize the experience and further improve the level of planning work.
