党的自我革命制度规范体系的执行力建设:逻辑起点、影响因素与优化路径

完善中国共产党的自我革命制度规范体系,是新时代推进全面从严治党和党的伟大自我革命的关键举措,党内法规是这一体系内容的具象化载体。党的自我革命制度规范体系的执行情况受到党内法规的制定水平、普及程度、执规主体素质与监督约束力度等多重因素的影响。党在推动自我革命制度化与发挥制度基础功能方面已取得重要成效,但仍需进一步提升党的自我革命制度规范体系的执行力,从而更好地在中国式现代化的进程中发挥该体系的内在潜能和关键效能。总体上看,可以通过四重路径实现以上目标:第一,强化立规质量以提升党内法规制定的科学程度;第二,拓展公开渠道以提升党内法规普及的宣传广度;第三,依托权威资源以提升党内法规教育的内容深度;第四,严肃执纪问责以提升党内法规监督的威慑力度。制定立体完善的党内法规制度,有助于为党的自我革命制度规范体系的执行力建设提供稳定基础,保障党的自我革命事业方向正确、有理可依、支撑稳固、动能强劲、实践规范。

Improving the systems and regulations for self-reform of the Communist Party of China is a key measure to promote the full and rigorous Party self-governance,and the Party's self-reform in the new era.The Party regulations are the figurative carriers of the content of these systems and regulations.The implementation of the systems and regulations for the Party's self-reform is affected by multiple factors,such as the level of formulation and popularization of the regulations,the quality of the executors and the strength of supervision and constraints.While the CPC has made significant achievements in promoting the institutionalization of the Party's self-reform,and utilizing the fundamental functions of the system,it is still necessary to further improve the implementation of the systems and regulations for the Party's self-reform,so as to better utilize the system's inherent potential and key efficacy in the process of Chinese modernization.Generally speaking,the above goals can be achieved through a fourfold path:first,strengthening the quality of regulations to enhance the scientific degree of formulation of Party regulations;second,expanding the public channels to enhance the breadth of publicity for the popularization of Party regulations;third,relying on authoritative resources to enhance the depth of the content of education about Party regulations;and fourth,seriously enforcing the discipline and accountability to enhance the deterrence of supervision of Party's regulations.The formulation of three-dimensional and perfect Party regulations will help to provide a stable foundation for the implementation construction of the systems and regulations for the Party's self-reform,guaranteeing that the Party's self-reform cause is correctly oriented,rationally justified,solidly supported,strongly motivated,and practically standardized.
