国土空间规划背景下的城市体检评估研究——以张家口市为例

Research on Urban Physical Examination Evaluation under the Background of the Spatial Planning of National Land——Taking Zhangjiakou City as an Example

为贯彻落实国家关于建立国土空间规划体系并监督实施的重要精神,有效发现国土空间治理、城市功能布局中存在的问题和短板,通过多方获取指标数据、统计分析、空间叠加、政策评估等技术方法,查找国土空间规划实施、城市建设、空间治理的问题和不足,科学评估城市发展水平及规划实施成效,提出对策建议并将城市体检成果纳入国土空间规划“一张图”实施监督信息系统,指导相关规划编制工作,全面提升张家口市国土空间治理体系和治理能力现代化水平。

In order to implement the important spirit of the state on the establishment and supervision of the implementation of the national territorial spatial planning system,and effectively discover the problems and shortcomings in the territorial spatial governance and urban functional layout,technical methods such as index data acquisition,statistical analysis,spatial overlay and policy evaluation are adopted.To find out the problems and deficiencies in the implementation of territorial spatial planning,urban construction and spatial governance,scientifically evaluate the level of urban development and the effectiveness of planning implementation,put forward countermeasures and suggestions,and incorporate the results of urban physical examination into the“One map”implementation supervision information system of territorial spatial planning,guide the preparation of relevant planning work,and comprehensively improve the modernization level of Zhangjiakou’s territorial spatial governance system and governance capacity.
