摘要
借鉴金融领域方面实行负面清单的管理模式,将其引入输变电工程建设领域。通过多年对输变电工程建设的经验总结,梳理并分析了输变电工程建设存在的主要问题,制定科学且适应电力行业的输变电工程建设负面清单,并针对输变电工程负面清单的问题提出相应的对策,对输变电工程建设起到规范性和引导性作用。旨在指导各参建单位用负面清单的管理思路或管理模式出台相关措施,强化工程建设全过程管控,以促进输变电工程建设高质量发展。
Introduce the negative list management mode into the field of power transmission construction by referring to the financial field.Based on the experience of many years of power transmission construction,the main problems existing in power transmission project construction are sorted out and analyzed,and a scientific negative list of power transmission project construction that is suitable for the power industry is formulated.And propose corresponding countermeasures for the negative list of power transmission projects,which plays a normative and guiding role in the construction of power transmission projects.The aim is to guide all participating units to introduce relevant measures using the management concept or model of negative lists,strengthen the entire process control of engineering construction,and promote the high-quality development of power transmission project construction.
