青海省全面融入黄河流域生态保护和高质量发展战略的重点路径研究

Study on Key Paths of Comprehensive Integration of Qinghai Province into the National Strategy for Ecological Protection and High-quality Development of the Yellow River Basin

青海地处黄河源头和上游,是国家生态安全屏障区,全面融入黄河流域生态保护和高质量发展国家战略,在重点领域、关键环节取得突破是未来青海发展的重要举措。文章分析国内外形势带来的发展机遇,总结经济转型发展任务艰巨、应对气候变化任重道远、发展不平衡问题依然突出等面临的主要挑战,从四种经济形态、碳达峰碳中和、特色文化等方面谋划青海全面融入黄河流域生态保护和高质量发展战略的举措,为现代化新青海建设提供重要理论依据。

Comprehensive integration of Qinghai Province into the national strategy for ecological protection and high-quality development of the Yellow River Basin,and making breakthrough in important area and key links should be taken as major measures to the future development of Qinghai Province,which is located at the source and upper reaches of the Yellow River Basin and has be considered as an ecological security barrier area in China.This article analyzes the development opportunities of Qinghai Province brought by the domestic and foreign situation,summarizes the main challenges including difficult tasks of economic transformation,heavy responsibility and long-term action of addressing climate change,outstanding problems of unbalanced development.Moreover,the strategic decisions such as four economic forms,carbon emission peak and carbon neutrality,characteristic culture could be designed to promote Qinghai Province integrating comprehensively into the national strategy for ecological protection and high-quality development of the Yellow River Basin.The results could provide important theoretical basis for the construction of new modernization in Qinghai Province.
