科研诚信治理困境阐释——基于组织学视角

科研诚信是推动科技事业健康、快速发展的保障。文章基于组织学视角从三个方面阐释了目前科研诚信治理的困境:一是科研利益的强激励与科研质量水平评价手段缺乏的困境;二是科研组织委托与代理间信息不对称的困境;三是科研治理结构趋同性与技术治理效率低的困境。揭示了我国当前科研诚信问题的复杂性和多维性,并给出了相应的对策建议,以期为促进更加科学合理和可操作性强的科研诚信治理体系建立和实施提供有益的启示。

Research integrity is the guarantee that drives the healthy and rapid development of the scientific and technological field.Based on an organizational perspective,this article elucidates the current dilemmas in governing research integrity from three aspects:first,the dilemma between strong incentives for research interests and the lack of adequate means to evaluate research quality;second,the dilemma of asymmetric information between research organizations and their agents;third,the dilemma of the convergence of scientific research governance structure and the low efficiency of technological governance.It reveals the complexity and multi-dimensionality of China’s current research integrity issues,offering corresponding strategic suggestions.These aim to provide beneficial insights toward establishing and implementing a more scientifically reasonable and operationally feasible research integrity governance system,thereby fostering a more robust foundation for scientific advancement.
