党的领导与基层治理:村干部“一肩挑”的耦合效应——基于川西民族地区J县的调查

Party leadership and grass-roots governance:the coupling effect of village cadres'"double duties"--Based on the investigation of J County in western Sichuan ethnic area

党的二十大报告指出要把基层党组织建设成为有效实现党的领导的坚强战斗堡垒,健全基层党组织领导的基层群众自治机制,激励党员发挥先锋模范作用,保持党员队伍先进性和纯洁性。新时代,民族地区J县全面推行村干部“一肩挑”正是这一要求的生动实践,通过强化基层党组织的领导核心地位、加强村干部队伍建设、完善基层治理体系提升治理效能三个方面来实现党的领导与基层治理的耦合效应。与此同时,民族地区推行村干部“一肩挑”仍面临农村干部人才“空心化”、村级监督制约“虚弱化”、乡村治理效能“悬浮化”困境,亟须进一步加强干部队伍建设,发挥党建引领作用,强化乡村监督制约体系,推动治理重心下移、资源下沉,实现基层治理现代化。

The report of the CPC's 20 National Congress points out that it is necessary to build grassroots Party organizations into a strong fighting fortress for effectively realizing the Party's leadership,improve the grass-roots mass autonomy mechanism led by grass-roots Party organizations,encourage Party members to play a vanguard and exemplary role,and maintain the advanced nature and purity of the Party members.In the new era,the full implementation of village cadres'"double duties"in J county of ethnic area is a vivid practice of this requirement,and the coupling effect of Party leadership and grass-roots governance is achieved through strengthening the leadership core position of grass-roots Party organizations,enhancing the construction of village cadres,improving the grassroots governance system and increasing the governance efficiency.Meanwhile,the implementation of village cadres'"double duties"in ethnic areas is still faced with the plight of lack of rural cadres,weak villagelevel supervision and restriction,and less rural governance effectiveness.It is urgently necessary to further strengthen the construction of cadres team,give play to the leading role of Party building,enhance the rural supervision and restriction system,move down the governance focus and resources,and realize the modernization of grass-roots governance.
